The bid evaluation results for the biomass cogeneration expansion project (EPC) in Dongzhuang Town, Ningyang County, Tai'an, have been released, with Jiangxi Construction Second Engineering Co., Ltd. ranking first with a bid of approximately 177 million yuan. The 360-day turnkey general contracting work is set to commence.
The project involves the construction of one 150t/h high-temperature, high-pressure biomass boiler, one 25MW biomass cogeneration unit, along with supporting facilities. This includes the main plant area, flue gas environmental protection treatment facilities, fuel facilities, cooling facilities, roads and greening zones, all connected to the existing Phase I systems. The total land area for the project is 6.5404 hectares.
The project is a "relay expansion" of the Phase I works at the Dongzhuang Town site. The Phase I project, featuring a 30MW turbine generator unit paired with a 130t/h biomass direct-fired boiler, began construction at the end of 2020. It also included a heating station covering 1.2 million square meters, responsible for residential heating across the "one zone, three towns" area in eastern Ningyang, including the Ningyang Economic Development Zone, Ciyao Town, Huafeng Town, and Dongzhuang Town.
With the advancement of the Ningdong integration initiative and the growth in heating area, the heating and power supply capacity of the existing unit is nearing saturation, making expansion imperative. The preliminary procedures are complete: the environmental impact assessment was publicly announced for approval in September 2025, with an approved total investment of 305.68 million yuan. The tender plan was published in January 2026, public bidding took place in mid-August, bids were opened on September 17, and the candidate publicity was released on September 18, closing the legal process loop.
Financing is entirely self-raised by the enterprise, accounting for 100% of the investment. Competition was intense, with seven units submitting bids. Jiangxi Construction Second Engineering Co., Ltd., Shandong Hongdian Construction Co., Ltd., and Woda Construction Group Co., Ltd. advanced to the evaluation stage, ranking as the top three candidates. The final proposed winning bid of 177,145,460 yuan is approximately 10.35 million yuan below the tender control price of 187.50 million yuan, with a narrow margin of only about 100,000 yuan separating the top bids.
For eastern Ningyang, this expansion serves as a cornerstone for heating security. Once operational, the new unit will significantly boost the regional biomass cogeneration capacity for both heating and power, providing more stable industrial steam and clean electricity for Dongzhuang Town and surrounding park enterprises, strengthening the foundation of the Ningdong integrated heating system.
From a green, low-carbon transition perspective, this is a path to "turning waste into treasure." The biomass cogeneration plant will consume agricultural and forestry residues like crop stalks. Post-expansion, the region's capacity to absorb biomass fuel will increase, easing straw-burning pressure, reducing environmental pollution, and boosting local farmers' incomes-all aligned with the "dual carbon" goals for renewable energy deployment.
For the engineering market, this project stands as a benchmark worth tracking. As a leading biomass energy expansion project in Ningyang County by investment scale, it moved from tender planning to candidate publicity in under nine months. With full funding from a local state-owned enterprise and a 360-day EPC completion timeline, it offers a replicable model for county-level green energy project development.
