China's 15th Five-Year Plan outline, when laying out the modernization of the fiscal system, begins by emphasizing the need to strengthen scientific fiscal management. This priority task is now being pushed forward at an accelerated pace.
Following a national pilot symposium on scientific fiscal management held at the end of August, the Ministry of Finance has issued new directives for the next phase of this work. Data shows that multiple regions, including Hubei, Anhui, Guangdong, Henan, Shandong, and Guizhou, have recently convened provincial-level meetings on scientific fiscal management to outline their respective approaches to deepening these reforms.
