On July 23rd, the Suizhou Municipal People's Government issued an official notice regarding the regulation of live poultry trading and the implementation of centralized slaughter within the central urban area. The notice stipulates that starting from September 20, 2026, the entire central urban area will adopt a system of selling only dressed poultry, with designated locations for live bird transactions and centralized slaughtering. This move is aimed at strengthening prevention and control measures against highly pathogenic avian influenza and other zoonotic diseases transmissible between animals and humans, thereby safeguarding urban public health security and protecting the well-being of residents.
The policy's jurisdiction covers a consolidated urban development zone spanning approximately 80 square kilometers. The boundaries for this area are defined as the Northern Outer Ring Road to the north, the Yandi Avenue to the south, Suizhou Avenue and Piao Shui to the east, and Yandi Avenue and Wangfuyao Avenue to the west. All commercial establishments within this zone—including agricultural trade and wholesale markets, supermarkets, fresh produce retail points, and poultry sales stores—are now required to operate exclusively with dressed poultry products that bear an official Animal Quarantine Certificate and corresponding inspection marks.
Live poultry transactions and centralized slaughtering operations will be permitted exclusively at the Baishazhou Live Poultry Trading Center. According to the notice, the term 'live poultry' encompasses traditional food birds such as chickens, ducks, geese, and pigeons that are listed in the National Catalogue of Livestock and Poultry Genetic Resources, as well as other domesticated edible avian species. Any wild animals prohibited from consumption by national regulations will be subject to existing legal provisions.

Violations will be prosecuted in accordance with the Infectious Disease Prevention and Control Law of the People's Republic of China, the Food Safety Law, and the Animal Epidemic Prevention Law, among other relevant legislation.
