Building a Tech-Driven Future: The Rise of Xiong'an as an Innovation Hub

Starting from a blank canvas, Xiong'an has prioritized innovation as its primary driving force, strategically developing emerging and future industries while cultivating new advantages and momentum for growth. The city is actively building an ecosystem that connects technology with industry, aiming to become a national leader in advanced research and development.

Fostering a New Model of Industry-Academia-Research Integration Led by Enterprises

On August 27, the Shanghai Artificial Intelligence Research Institute signed a strategic cooperation agreement with Xiong'an Anying Technology Co., Ltd. in Xiong'an to jointly establish a multimodal brain imaging AI joint laboratory. The founders of Anying Technology, averaging under 30 years old and hailing from prestigious universities worldwide, stood out at the "Xiongcai Cup" innovation and entrepreneurship roadshow in 2024. Supported by policy incentives, they settled in the Xiong'an Science Park, where their self-developed portable cranial hemorrhage detection device has filled an international gap in rapid diagnosis and bedside dynamic monitoring of major brain diseases. Song Haitao, President of the Shanghai AI Research Institute, noted the partnership aims to create an AI-driven innovative leader in medical devices, focusing on the intersection of microwave imaging and medical AI to enhance the brain health AI industry ecosystem.

To deepen enterprise-led industry-academia-research integration, Xiong'an is introducing ecosystem-dominant companies and actively recruiting leading enterprises with significant influence in their supply chains. Recently, the Xiong'an Future Materials Industry Innovation Research Institute was unveiled, co-established by HBIS Group, the University of Science and Technology Beijing, and the Xiong'an New Area Industry and Information Technology Bureau. Its goal is to become a national benchmark for new R&D institutions in future materials. Zhang Caidong, the institute's president, emphasized leveraging resource advantages to meet Xiong'an's new material demands in aerospace information, high-end manufacturing, and green construction, driving deep integration and overcoming key core technologies to support the area's ambition of becoming a tech-strong district.

The "Future City Scene Expo," held for three consecutive years, has pioneered a new paradigm of scenario-driven innovation. Ma Jiguo, founder of Jiyi Data Technology, experienced this firsthand when he was surrounded by institutions seeking cooperation right after his roadshow at the expo's vertical large model application competition. The expo's supply-demand service platform has gathered over 7,000 tech enterprises and teams and more than 11,000 new technologies, products, and scenario solutions. With a team of over 100 scenario managers and a "scenario service express," the expo has launched more than 220 scenario projects, of which 85 have been completed.

Collaborating with Central Enterprises to Build a Cluster of High-Level New R&D Institutions

At the Beijing Yuding Additive Manufacturing Research Institute Co., Ltd., located in the pilot base of Xiong'an Science and Technology Innovation Center, rows of large metal 3D printers are operating efficiently. Yuding's arrival in Xiong'an was a destined meeting. Originally established in 2014 with support from Beihang University and Academician Wang Huaming's team, Yuding relocated entirely to Xiong'an in 2024, ahead of Beihang University's official move as one of the second batch of relocated universities. The company has since established the Xiong'an Innovation Center for the National Engineering Laboratory of Large Metal Component Additive Manufacturing, integrating deeply into Xiong'an's new materials industry development.

Xiong'an is actively engaging with top research institutes and academic teams to establish national-level R&D institutions such as the Xiong'an Center of the Beijing-Tianjin-Hebei National Technology Innovation Center and the Xiong'an Aerospace Laboratory. High-energy innovation platforms, including an AI public R&D platform and a satellite navigation public experimental platform, have been built and put into operation. On December 12, 2024, the Xiong'an Center of the Beijing-Tianjin-Hebei National Technology Innovation Center officially launched, working to introduce disruptive technologies and accelerate the industrialization of major basic research achievements to cultivate new productive forces.

Ma Yangbiao, Deputy Director of the Xiong'an Science Park Management Committee, highlighted that the Xiong'an National Innovation Center itself is a novel creation—co-owned by the Hebei Xiong'an New Area Management Committee and six central state-owned enterprises. These shareholders have each established research institutes in their respective fields, resulting in six specialized institutes covering urban safety and spatiotemporal data, intelligent transportation, and smart government affairs. Deng Hui, Director of the Intelligent Transportation Research Institute, noted that unlike traditional cities, Xiong'an planned its digital infrastructure and intelligent transportation systems during the initial construction phase, providing ideal conditions for intelligent connected vehicle technology validation and standard development. A Tsinghua University team has already established Xing'an Technology in Xiong'an based on a collaboration with this institute, and a provincial key laboratory for intelligent connected vehicles was recently approved.

Channeling Capital and Technology Transfer from Beijing to Xiong'an

Two months ago, Dejena Robot Technology was established in Xiong'an, bringing a disruptive innovation from Beijing: magnetically enhanced composite 4D printing technology developed by Beijing Jiaotong University's ROBOT Laboratory. Li Zhenkun, the technology team leader, explained that this dual-channel magnetic composite 4D printing model nearly doubles the strength of additively manufactured structural parts and supports multi-material composite manufacturing, addressing current market pain points. Cui Wenjie, a technology manager at the Xiong'an National Innovation Center, shared that they have signed a technology transfer agreement with Dejena, securing concept verification funding, market promotion, and deep binding through future revenue sharing to facilitate the landing of research achievements from relocated universities.

To address the "frog leap" phenomenon of Beijing's sci-tech achievements and better absorb its spillover effects, Xiong'an is bringing in policy consulting agencies, technology transfer services, venture capital, and IP operation institutions. At Beijing Pulong Technology Co., Ltd. in the Xiong'an High-Tech Zone, power inspection robots are seen gliding along overhead tracks, testing meters and switches in a simulated distribution room. Having relocated to Xiong'an, Pulong has leveraged the area's supportive policies and application scenarios to upgrade its robot operating system to version 4.0. Sales Director Yang Jiangang reported that product sales now cover 30 provinces, with contract volume up 35% year-on-year. By completing the chain of "Beijing R&D—intermediary matching—Xiong'an incubation and transformation," Xiong'an is effectively helping innovative projects cross the "valley of death" between technology and product, and between product and enterprise.
