To support the seamless movement of people in and out of Jilin and drive high-quality growth in the province's cultural tourism sector, multiple government departments have jointly rolled out two special campaigns: "Streamlined Access to Jilin" and "Enhanced Civilized, High-Quality Transport Services." These efforts focus on upgrading transport infrastructure, densifying passenger networks, refining service standards, and optimizing administrative procedures, aiming to make "fast entry, slow exploration, and deep experience" the new norm for travel in Jilin, ultimately realizing the vision of "smooth journeys for people and efficient flows for goods."
Transport infrastructure serves as the backbone of convenient travel. Since the start of the 14th Five-Year Plan period, Jilin has continued advancing major integrated transport projects, with the province's comprehensive three-dimensional transport network main framework now over 87 percent complete, spanning a total of 119,000 kilometers. The highway network has been upgraded across the board, with 875 kilometers of new expressways added, bringing expressway access to 97 percent of counties and cities. Following the opening of the western loop of the Changchun Metropolitan Circle Expressway, a province-wide "one-hour commuting circle" has been closed into a full loop. Meanwhile, the G331 border-opening tourism corridor has been fully connected, unlocking the transport lifeline for border-area development. Additionally, the province has newly built or upgraded 16,000 kilometers of rural roads, rehabilitated 27,000 kilometers of previously degraded sections, and achieved hardened road access to 99.8 percent of natural villages.
Rail and aviation capabilities have continued to rise. The Shenyang-Baihe and Dunhua-Baihe high-speed railways are now operational, and the Changchun-Baishan railway has completed its speed-up upgrade. The province's high-speed and express rail network now spans 1,461 kilometers, reaching eight cities and prefectures plus the Changbai Mountain Management Committee. Changbaishan Airport has completed its expansion and renovation, while the relocation of Yanji Airport is progressing steadily, with the "one primary hub, multiple supporting airports" layout taking fuller shape. In the first half of 2026, Changchun Airport led all major northeastern trunk airports in growth of both flight numbers and passenger throughput. Multiple new lines of the Changchun rail transit system have opened successively, greatly boosting commuting efficiency across the metropolitan circle.
Leveraging the improved road network, Jilin has been continuously optimizing its integrated passenger transport system to adapt to evolving travel demands. Road passenger services have been upgraded, with 1,212 routes converted to bus-style operations, achieving full coverage of intercity bus services within Changchun's one-hour commuting circle. A total of 412 customized passenger routes and 593 branded service routes have been launched, while seasonal winter-spring ski resort special lines and direct shuttle routes now operate regularly. Comprehensive passenger transport hubs have been built in all counties and cities along the high-speed rail corridors, enabling seamless "zero-distance" transfers.
Rail and civil aviation capacity has continued to expand. Multiple high-speed rail lines within the province have increased speeds and improved efficiency, with new direct train services and express-stop trains added to numerous destinations, alongside special cultural tourism trains and worker charter trains to meet differentiated travel needs. In 2025, Jilin added multiple new flight connection points and domestic and international routes, increased flight frequencies to key cities such as Beijing, Shanghai, and Guangzhou, and expanded international services to Japan, South Korea, and Southeast Asia, further perfecting its interconnected aviation network.
On the service quality front, Jilin is focusing on fine-tuned details and innovative service scenarios. Service areas along the expressway network have completed age-friendly renovations, and charging facilities now cover the entire network. The G331 corridor within Jilin has developed several boutique self-driving routes and themed cultural tourism experiences. High-speed rail stations across the province have added passenger-friendly amenities and introduced quiet carriages, with multiple stations providing ski equipment corridors and heated changing rooms. Changchun Airport has upgraded self-service devices, security check lanes, and charging facilities, achieved parity in pricing between airport and city dining and retail, and significantly improved traffic efficiency through digital mini-programs and smart parking systems. Meanwhile, the province is advancing an integrated "delivery plus transport plus tourism" model, adding express delivery points at scenic areas and ski resorts to ease visitors' logistics.
Government services and event support are being improved in tandem. Jilin has streamlined entry-exit approval procedures, enabling "one-stop" processing for multiple foreign-related business items and nationwide handling, while opening green channels for urgent travel verification. Regular special rectification campaigns are carried out in the transport market to standardize operating order. Focusing on the Changchun Winter University Games, the province is optimizing transport capacity deployment around event venues, promoting convenient payment methods, improving bilingual signage and dedicated access facilities, and strengthening industry-wide civility training and environmental management, showcasing the city's image through superior transport services.
Hu Yong, director of the Research Office at the Provincial Department of Transport, stated that in accordance with the provincial party committee and government's work deployment, and to ensure convenient and comfortable travel in and out of Jilin while supporting high-quality cultural tourism development, multiple departments have joined forces to address new travel demands and expectations through the two special campaigns. "We are starting from the travel details that matter most to the public and are most tangible, further smoothing comprehensive transport corridors, densifying the integrated passenger network, upgrading civilized service measures, and optimizing entry-exit government services, continuously enhancing comprehensive transport support capabilities and genuinely making 'fast entry, slow exploration, and deep experience' the new normal for traveling in Jilin."
