On the 28th, Heilongjiang ETC issued an announcement stating that all service outlets will suspend business during the National Day holiday and resume normal operations from October 8. Reporters learned that during the 2026 National Day holiday (October 1 to October 7), toll roads will implement a free passage policy for small passenger vehicles. Vehicle owners are advised to familiarize themselves in advance with the specific time period, vehicle types covered, and related matters needing attention under the free policy, so as to arrange their travel reasonably.

According to the public notice from Heilongjiang ETC, during the National Day holiday, Heilongjiang ETC outlets will suspend business from October 1 to 7, and resume normal operations on October 8 (Thursday). If there are any questions or a need for emergency assistance, the public can call the duty customer service hotline at 0451-963011 (working hours: 8:30-16:30) for inquiries.

In accordance with regulations, during the 2026 National Day period (from 0:00 on October 1 to 24:00 on October 7), all toll roads (including airport expressways, toll bridges, and tunnels) will be exempt from tolls for small passenger vehicles. The scope of vehicles eligible for free passage is: passenger vehicles with 7 seats or fewer (including 7 seats) traveling on toll roads, including motorcycles permitted to travel on ordinary toll roads.

The deadline for the free period on expressways is 24:00 on October 7, based on the time the vehicle exits the toll lane at the exit. If a vehicle enters the expressway during a non-free period but exits during the free period, it will be granted free passage. If a vehicle enters the expressway during the free period but exits during a non-free period, it will not fall within the scope of free passage.

To travel more conveniently and efficiently, vehicle owners are advised to choose the same type of lane as much as possible (that is, enter and exit through the same type of lane). During the free period, ETC vehicles should try to enter through the ETC lane and exit through the ETC lane. Source: Harbin Daily
