On September 28, shortly after the Mid-Autumn Festival holiday, employment service specialist Zhao Huimin arrived at Zhongfeng Baibian Container Manufacturing Co., Ltd. with a "policy gift package." "Look, as a small and medium-sized enterprise, your layoff rate last year did not exceed 20%, so you can get back 90% of last year's unemployment insurance contributions. For each intern you recruit from among reserve college graduates, you receive a monthly subsidy of 1,000 yuan per person — essentially the government is helping you top up salaries. At Jinli Permanent Magnet (Baotou) Technology Co., Ltd., Lü Yaxi, a staff member of the Employment Service Center, has developed her own "combined approach" — first screening for gaps in the big data system, then walking into the workshop to understand the real situation: what kind of workers the positions require, what skill requirements apply, what salary levels are offered... noting everything clearly, one item at a time, to precisely identify the enterprise's staffing "shortfalls." Once the information is in hand, a job list is produced immediately and sent to community service groups across the jurisdiction, then coordinated with higher-level employment service units for a full-scale rollout. Recruitment information has shifted from "people looking for it" to "it being delivered to people." Job postings flow through fingertips, information barriers are broken down, and enterprises' recruitment channels have suddenly widened.

Meanwhile, at Baotou Jinmeng Huici Magnetic Materials Co., Ltd., a unique "job exploration tour" was held as scheduled. Job seekers put on visitor uniforms and safety helmets, walking along the tour route and observing: how the automated production lines operate, what research topics are being tackled in the laboratory, how workstations are arranged in the office area... The company's leadership accompanied them throughout, "showing the family assets, explaining the positions, and detailing the benefits" — nothing was left out. "Although I had submitted my resume before, I wasn't confident about my career prospects. Today, seeing the workshop environment with my own eyes and hearing about the job prospects firsthand, my mind is finally at ease," said one recent graduate. Employment service specialists have not stopped their rounds — from Jinmeng Huici Magnetic Materials to Kangning Psychological Hospital, from Antai North Technology to Dadi Xiong Yongci Technology — visiting one company after another, verifying one position after another, precisely matching enterprises' staffing needs. From January to August this year, a total of 138 enterprises received on-site services, 1,647 quality positions were collected one by one, 266 people reached employment intentions on the spot or through subsequent follow-ups, and more than 1,270 policy information brochures were delivered to enterprises and job seekers. Behind every number is a precise handshake between supply and demand, a solid footprint of employment assistance moving from "paper" to "ground."

Precise service is not a passing fad — behind it is a complete, systematic, full-chain employment security system providing support. According to Zhao Rui, director of the Employment Service Center of the Party and Mass Work Department of Rare Earth High-Tech Zone, the center launched a "three-step method" for employment assistance this year, with each step firmly implemented and closely connected. "Next, we will continue to deepen our core responsibility in employment services, intensify targeted in-enterprise services, precise policy briefings, and accurate job matching, continuously expand the coverage, awareness, and disbursement rate of pro-enterprise and pro-people policies, and make every effort to resolve structural employment contradictions, helping enterprises stabilize production, expand capacity, and attract talent, while safeguarding college graduates in achieving high-quality and full employment," Zhao Rui stated.
