Meta Unveils AI Game Development Tools, Competitor Stocks Fall in Response

At its annual Connect conference, Meta launched two AI-driven game creation tools targeting billions of social platform users, directly disrupting the traditional game development ecosystem.

At this week's Meta Connect event, Meta introduced Horizon Create and Horizon Studio. Both new tools are built on the intelligent creation capabilities of Meta Horizon Engine.

They enable creators to transform any idea into a complete 2D or 3D mobile game, including progression systems, balanced difficulty, art direction, multiplayer modes, and more, with the ability to fine-tune every element according to their own needs.

The core disruptive logic of the new tools lies in the fact that users need no programming skills, professional hardware, or months-long development cycles. They simply describe their concept in text to generate a complete 2D or 3D game including level design, multiplayer connectivity, difficulty balancing, and other elements, which can then be distributed directly to Facebook, Instagram, and Horizon platforms.

Following the announcement, Meta shares rose as much as 4.5%, hitting their highest level since September 2025.

Meanwhile, gaming and related industry stocks experienced notable selling pressure 鈥?Roblox fell as much as 4.1%, Unity Software dropped as much as 6.9%, AppLovin declined as much as 2.2%, and Take-Two slipped as much as 1.8%.

Two tools serve different purposes, covering mobile and web platforms

Meta's two new products have clearly defined roles.

Horizon Create is a standalone mobile app focused on capturing ideas anytime, anywhere. Users input prompts on their phone, and the engine automatically generates a playable game, allowing users to continue other activities during generation, with a push notification sent once generation is complete.

Users can work on multiple projects simultaneously, starting from either a blank canvas or a ready-made template.

Horizon Studio is a browser-based creation environment that requires no software installation and no gaming-grade PC specifications.

The tool layers full visual editing capabilities on top of natural language prompts, allowing users to directly adjust scene layouts, swap asset materials, and modify script parameters. Project assets, system configurations, and iteration histories can be seamlessly transferred between the two tools, letting users switch freely between mobile and web without starting over.

Content distribution directly connects to Meta ecosystem, monetization mechanism yet to be disclosed

For creators, the core value of this toolset lies not only in lowering development barriers but also in its built-in distribution channels.

Games published through Horizon Create or Horizon Studio automatically gain distribution eligibility on Facebook, Instagram, and Horizon platforms.

Meta stated that when browsing on Instagram, users can simply tap a game clip to enter a multiplayer match within seconds, without downloading a separate app or being redirected to a third-party platform.

The platform's traffic allocation logic uses "fun" as its core metric, referencing dimensions including game engagement, stability, cultural relevance, and user retention rates.

Games that perform well will receive more exposure, while those that do not will be deprioritized. As reach expands, creators can earn revenue through in-game monetization and the Meta Horizon Creator Fund, though specific monetization details have not yet been disclosed.

Safety mechanisms embedded throughout the creation process

Meta emphasized that the new tools inherit the existing safety infrastructure of Facebook, Instagram, and Horizon.

All generated content must pass through Meta's content safety review system before reaching players, and safety guardrails are embedded into the creation process itself.

Games must undergo review before publishing and distribution, and automatically receive age ratings, entering the corresponding age-tier access levels.

For protection mechanisms aimed at minors, Horizon Studio is currently being tested within the creator community, with broader access to be opened soon. Users interested in participating can sign up for the early access waitlist.
