Guangdong is continuing to strengthen penalties for intellectual property infringement. In the first half of 2026, the province investigated and handled 1,861 intellectual property infringement cases, with a case value of 43.7258 million yuan, according to China News Service.
The 27th session of the Standing Committee of the 14th Guangdong Provincial People's Congress was held in Guangzhou on the 28th. The meeting heard a report from the law enforcement inspection team of the Guangdong Provincial People's Congress Standing Committee on the inspection of the implementation of the Guangdong Province Regulations on Optimizing the Business Environment. The report disclosed the above information.
The report shows that Guangdong has built a total of 7 national-level intellectual property protection centers, 10 rapid rights protection centers, and 8 local work platforms for guiding responses to overseas intellectual property disputes, providing enterprises with "one-stop" intellectual property services.
At the same time, Guangdong continues to advance the standardization, normalization, and facilitation reform of government services, comprehensively improving high-frequency enterprise-related services. A total of 891 provincial-level enterprise-related approval matters have reached China's best level, and 16,723 municipal-level matters have achieved "immediate processing" or "one-day completion." Customs clearance procedures continue to be simplified, with "single window" support for "one declaration, two reports," and import and export licenses and automatic import licenses now fully handled online, requiring no enterprise travel.
Since the Guangdong Province Regulations on Optimizing the Business Environment took effect in July 2022, Guangdong has strictly implemented the "one national list" management model, established mechanisms for collecting, verifying, and rectifying线索 related to improper interference in the construction of a unified national market, carried out special actions to clean up and rectify market access barriers, reviewed 1,195 documents related to market access, and strictly investigated and dealt with issues such as illegal access restrictions, local protection, and discriminatory access.
The report suggests that Guangdong further advance the construction of a world-class business environment in the Guangdong-Hong Kong-Macao Greater Bay Area, fully implement the "Greater Bay Area Registration" service, achieve province-wide coverage of electronic Hong Kong-funded notarization documents, and broaden the use of "Greater Bay Area Standards," "Greater Bay Area Certification," and "Greater Bay Area Credit." It also proposes planning and building an international commercial arbitration center in the Guangdong-Hong Kong-Macao Greater Bay Area to smooth international dispute resolution channels.
