The Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress has issued a series of announcements following its 38th session of the 18th People's Congress Standing Committee, held on September 29, 2026.

Announcement No. 200: Resolution Approving the 2025 Local Fiscal Final Accounts

The 38th session of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress reviewed and deliberated the county government's report on the 2025 local fiscal final accounts (draft) and the audit report on the implementation of the 2025 local fiscal budget and other fiscal revenues and expenditures. The meeting also examined the draft final accounts. The meeting agreed with the review results report submitted by the Financial and Economic Committee of the County People's Congress. The meeting decided to approve the 2025 local fiscal final accounts.

Announcement No. 201: Decision to Repeal the Regulations on Water Resources Management

The 38th session of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress reviewed and deliberated the proposal and related explanations submitted by the meeting of the directors of the County People's Congress Standing Committee regarding the repeal of the Regulations on Water Resources Management of Jinggu Dai and Yi Autonomous County, Yunnan Province. The meeting concluded that the regulations no longer meet the needs of actual work and have no value for continued retention or amendment, and decided to repeal them in accordance with legal procedures.

Announcement No. 202: Decision on the Timing of Elections for the County and Township People's Congresses

In accordance with the Constitution, the Organic Law of Local People's Congresses and Local People's Governments, and the Electoral Law, the 18th People's Congress of the county will expire in December 2026 and should be re-elected; the people's congresses of 10 townships (towns) will also expire in December 2026 and should be re-elected. Following the requirements of provincial and municipal committee documents, the 38th session of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress decided that the election of the new county and township people's congresses will begin on July 1, 2026, and end on February 28, 2027. December 22, 2026, will be the election day for deputies to the county and township people's congresses.

Announcement No. 203: Decision to Accept the Resignation of Yang Pifa from the Position of Deputy Director of the County People's Congress Standing Committee

Yang Pifa submitted a written resignation to the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress, requesting to resign from the position of deputy director of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress due to a change in duties. In accordance with the relevant provisions of the Organic Law of the People's Republic of China on Local People's Congresses and Local People's Governments at All Levels and the Measures for the Appointment and Removal of State Organ Personnel by the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress, the 38th session of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress decided to accept the resignation of Yang Pifa from the position of deputy director of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress, and to report it to the first session of the 19th Jinggu Dai and Yi Autonomous County People's Congress for the record.

Announcement No. 204: Decision to Accept the Resignation of Yang Pifa as a Deputy to the County People's Congress

The 38th session of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress decided to accept the resignation of Yang Pifa from the position of deputy to the 18th Jinggu Dai and Yi Autonomous County People's Congress. In accordance with the relevant provisions of the Law of the People's Republic of China on Deputies to the National People's Congress and Local People's Congresses at All Levels, the Electoral Law of the People's Republic of China for the National People's Congress and Local People's Congresses at All Levels, and the Organic Law of the People's Republic of China on Local People's Congresses and Local People's Governments at All Levels, the 38th session of the Standing Committee of the 18th County People's Congress agreed with the review report of the Credentials Committee of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress. Yang Pifa's qualification as a deputy was terminated. Yang Pifa's position as a member of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress was correspondingly terminated. As of now, the 18th Jinggu Dai and Yi Autonomous County People's Congress has 200 deputies in total.

Announcement No. 205: List of Appointments and Removals

Upon the request of the meeting of the directors of the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress: Li Shikun was removed from the position of director of the Budget Work Committee of the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress and appointed as director of the Agriculture and Rural Affairs Work Committee of the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress; Ning Aigong was removed from the position of director of the Agriculture and Rural Affairs Work Committee of the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress and appointed as director of the Budget Work Committee of the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress.

Announcement No. 206: List of Decisions on Appointments and Removals

Upon the request of Lu Qinyu, head of the Jinggu Dai and Yi Autonomous County People's Government: He Guobin was removed from the position of director of the Civil Affairs Bureau of Jinggu Dai and Yi Autonomous County and appointed as director of the Justice Bureau of Jinggu Dai and Yi Autonomous County; Xiao Dongming was appointed as director of the Forestry and Grassland Bureau of Jinggu Dai and Yi Autonomous County; Fu Yi was removed from the position of director of the Housing and Urban-Rural Development Bureau of Jinggu Dai and Yi Autonomous County; Wang Li was removed from the position of director of the Justice Bureau of Jinggu Dai and Yi Autonomous County.

Announcement No. 207: Results of Democratic Evaluation

In accordance with the 2026 work priorities of the County People's Congress Standing Committee and the relevant provisions of the Measures for the Evaluation of Work of State Organs of the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress (Trial) and the Measures for the Evaluation of Work Reports by Staff of State Organs of the Standing Committee of the Jinggu Dai and Yi Autonomous County People's Congress (Trial), on September 29, 2026, the 38th session of the Standing Committee of the 18th Jinggu Dai and Yi Autonomous County People's Congress was convened. The meeting was scheduled to have 27 members of the Standing Committee, with 5 absent for personal reasons and 22 present, meeting the quorum requirement. The meeting heard and reviewed the personal work report of Liu Shuhong, deputy head of the county government, and the work reports of the County Education and Sports Bureau and the County Market Supervision Administration, and conducted a democratic evaluation. The results are as follows:

1. Evaluation of Liu Shuhong, Deputy Head of the Jinggu Dai and Yi Autonomous County People's Government: Based on the vote count, 22 evaluation forms were issued, 22 were returned, and 22 were valid. Among them: 22 votes for "competent," no votes for "basically competent" or "incompetent." The evaluation result for Liu Shuhong is: competent.

2. Evaluation of the Jinggu Dai and Yi Autonomous County Education and Sports Bureau: Based on the vote count, 22 evaluation forms were issued, 22 were returned, and 22 were valid. Among them: 20 votes for "satisfied," 2 votes for "basically satisfied," no votes for "dissatisfied." The evaluation result for the Education and Sports Bureau is: satisfied.

3. Evaluation of the Jinggu Dai and Yi Autonomous County Market Supervision Administration: Based on the vote count, 22 evaluation forms were issued, 22 were returned, and 22 were valid. Among them: 19 votes for "satisfied," 3 votes for "basically satisfied," no votes for "dissatisfied." The evaluation result for the Market Supervision Administration is: satisfied.
