A notification has been issued regarding the solicitation of project proposals for the formulation and revision of national and industry standards in the field of smart agriculture for the year 2027.
To further refine the smart agriculture standards framework and accelerate the development of "AI plus agriculture" standards, ensuring robust support for the high-quality advancement of smart agriculture, and in line with the requirements outlined in the Construction Guidelines for the Smart Agriculture Standards System, a call for project proposals is now open to all relevant organizations. The details are provided below.
Guiding Principles for Proposals
Proposals should be problem-oriented, targeting prominent gaps and pressing industrial needs in the practical deployment and large-scale application of smart agriculture technologies. They should also be collaboration-based, encouraging active participation from industry, academia, research, and user sectors to build consensus and foster synergy in standard development and promotion. Furthermore, proposals must be results-driven, ensuring that standard content is scientifically sound, applicable, and actionable, effectively supporting the digital transformation of the entire agricultural industry chain and expediting the creation of end-to-end "AI plus agriculture" standards, thereby promoting the safe, reliable, and controllable application of artificial intelligence technologies.
Scope of Solicitation
According to the standardization work arrangements for the smart agriculture sector during the "15th Five-Year Plan" period, the 2027 tasks for standard formulation and revision will focus on the following areas. First, fundamental and general standards, including terminology, reference architectures, and testing and evaluation for agricultural artificial intelligence. Second, key technology standards, encompassing high-quality agricultural and rural datasets, knowledge graphs, large models, intelligent agents, embodied intelligence, and robotics. Third, application scenario standards, including technical specifications and implementation guidelines for various use cases. Fourth, safety and ethics standards, covering scientific and technological ethics reviews and security protection requirements for agricultural artificial intelligence. Fifth, other standards deemed essential for the advancement of smart agriculture and agricultural artificial intelligence.
Application Requirements
Applicants may select their own topics within the specified scope. It is encouraged to propose the conversion of scientific and technological achievements with significant economic, social, and ecological benefits and implementation readiness, as well as local or industry association standards that have demonstrated effective implementation and align with the needs and scope of standard development.
Project proposals must be thoroughly justified with a solid research foundation, well-founded rationale, a scientifically sound plan, and a mature and standardized draft. Clear identification of main chapters and core technical content is required, adhering to GB/T 1.1-2020 "Directives for standardization - Part 1: Rules for the structure and drafting of standardizing documents." Joint applications from industry, academia, research, and user entities are encouraged.
The project lead and primary drafter must hold a senior technical title, possess proficiency in standard development and revision processes, and provide scanned copies of any relevant standard-related training certificates. The project development timeline should not exceed 12 months in principle. Individuals who have had projects initiated before 2026 but remain incomplete are not eligible to apply for new projects.
Applicants must conduct duplicate checks on proposed projects through the National Standard Information Public Service Platform (https://std.samr.gov.cn/) and the National Agricultural and Food Standards Public Service Platform (https://www.sdtdata.com/fx/fmoa/tsLibList). Proposals that intersect or overlap with published or in-progress standards will not be accepted.
Applicants should prepare project application forms and draft standard texts according to Attachments 1 and 2, and compile and complete the "Overview Table of Project Proposals for 2027 National and Industry Standards on Smart Agriculture" (Attachment 3). All application materials, including stamped scanned copies and editable electronic versions, should be submitted to the secretariat email address by October 15, 2026.
