Tax Data Highlights Strong Momentum of Shaanxi's Green Economic Transformation

In the first eight months of this year, Shaanxi's invoice amounts for "solid waste treatment" rose 35.63% year on year, while invoice amounts for "water pollution treatment" grew 25.32% year on year, according to the Shaanxi Provincial Tax Service of the State Taxation Administration.

The growth in invoicing data is not only real-time feedback from market entities, but also reflects the strong resilience of Shaanxi's green economic transformation. "Invoicing data is a 'thermometer' of market vitality. The growth in invoicing data in the two major areas of solid waste treatment and water pollution treatment shows that ecological governance is moving from a stage dominated by government investment to a stage of government guidance, corporate investment and market-oriented operation," said Li Yonghong, executive director of the Shaanxi Modern Economics and Management Research Institute.

The improvement in ecological and environmental data is mutually verified by tax big data. According to a briefing from the Shaanxi Provincial Department of Ecology and Environment, in the first half of the year, the province's average number of good-air days was 138.8, an increase of 19.8 days year on year. The water quality of rivers across the province continued to remain excellent, and the water quality at the outbound sections of the Hanjiang, Danjiang and Jialingjiang rivers remained stable at Grade II or above. Ecological protection and industrial development have achieved two-way empowerment, laying a solid foundation for the continued expansion of the environmental protection market.

To support the resource utilization of solid waste, Shaanxi's tax authorities have accurately implemented policies such as the immediate refund upon collection of value-added tax for comprehensive resource utilization and corporate income tax incentives for the large-scale development of the western region. Take Taishan Gypsum (Shaanxi) Co., Ltd., which has been rated as an A-level taxpayer for nine consecutive years, as an example. Under targeted tax guidance, the company has enjoyed more than 21 million yuan in related tax refunds over the past three years. It has invested these funds in areas such as environmental protection upgrades and flue gas treatment, forming a development closed loop of "industrial by-product gypsum - gypsum board - green building materials."

The 25.32% year-on-year increase in invoicing for water pollution treatment was due to Shaanxi's tax authorities adhering to the principle of "more emissions, more taxation; fewer emissions, less taxation; no emissions, no taxation," guiding enterprises to increase investment in pollution control. Take Datang Fuping Thermal Power Co., Ltd. as an example. The company uses "four towers in one" technology to achieve no external discharge of wastewater and the reuse of ash and slag. Local tax authorities optimized service supply, sorted out environmental protection tax and value-added tax credit refund lists in advance, and delivered a "dividend bill" to the company. In 2025, the company enjoyed more than 20 million yuan in various tax incentives.

According to reports, Shaanxi's tax authorities will take tax big data as an important tool for observing industrial resilience. On the one hand, they will use tax and fee support policies to positively guide enterprises in transformation and upgrading. On the other hand, relying on their collection and management functions, they will strengthen compliance guidance to promote the healthy development of green industries across the province.
