In response to safety hazards flagged during the second-quarter unannounced inspections by the central work safety assessment team, the Ningxia Hui Autonomous Region’s Party committee and government have placed top priority on rectification.
They are using problem correction as a key lever and accountability as a strict tool to tighten responsibility chains, systematically address governance shortcomings, and establish long-term safety mechanisms to firmly prevent production accidents.
To date, all 30 major hidden dangers transferred by the inspection team have been fully rectified, and 517 of the 523 general issues have been resolved, with the remaining 6 currently being expedited. The regional Party committee and government treat the feedback as a major political task, building a comprehensive responsibility implementation system.
Top regional officials immediately convened special meetings to plan corrective actions, established a joint consultation mechanism, and oversaw the supervision of all 30 major hazards. Government leaders have also been dispatched to frontline areas to guide and coordinate the work.
The regional safety committee issued a corrective implementation plan that breaks down the five categories of prominent problems and 30 major hidden dangers into 130 specific measures, each logged with clear responsible entities and deadlines. A dedicated leading group, headed by the government official in charge of safety production and comprising primary members from 23 key committee units—including the disciplinary inspection commission, organization department, political-legal affairs commission, high court, procuratorate, and emergency management department—has been set up to coordinate the overall rectification.
To strengthen deterrence, the region is enforcing strict discipline and accountability. On one front, the “one case, double penalty” policy has been applied, with 39 enterprises legally investigated and penalized, 10 ordered to suspend operations, and administrative fines totaling 11.38 million yuan imposed on the involved companies and 47 of their principal managers and safety officers.
On another front, 46 public officials—including 4 at the county or division level and 42 at the township or lower levels—have been held accountable for inadequate performance. The region is also pushing implicated enterprises to thoroughly examine internal responsibility chains, identify shortcomings at management and frontline levels, and revise their safety assessment and incentive mechanisms to bolster external correction efforts through self-management.
In a broader push for systematic governance, the region is targeting common industry weaknesses and regulatory gaps exposed by the inspections. It is balancing immediate fixes with long-term solutions, integrating the corrective work into the three-year safety production tackling initiative, and advancing full-chain rectification across key sectors. This includes regular crackdowns on illegal activities and in-depth risk screening in mining, hazardous chemicals, industry and trade, fire safety, road transport, construction, and special equipment.
A regional safety warning education conference has been held, with sessions organized at all levels and county-level venues to ensure comprehensive coverage of supervisory staff and industry operators. Additionally, 45 special assessment teams and 3 on-site inspection groups have been formed to verify the effectiveness of policy implementation and evaluate the progress of the three-year initiative, using supervision to drive tangible results.
Looking ahead, the region will use this rectification as an opportunity to pursue a root-cause approach, focusing on key industries such as mining, hazardous chemicals, construction, fire safety, industry and trade, and transportation. It aims to precisely prevent major safety risks, progressively reinforce safety responsibilities at all levels, and continuously improve the dual prevention mechanism for risk grading control and hidden danger screening, thereby safeguarding the region’s high-quality economic and social development.
