China Securities Regulatory Commission Takes Action Against Two Brokerages, Suspends New Securities Account Openings for 3 Months

On September 24, Guosheng Securities announced that the company had previously received a case filing notice from the China Securities Regulatory Commission on July 31, 2026, for suspected violations of account real-name system regulations and other rules.

On September 24, 2026, the company and relevant parties received the Advance Notice of Administrative Penalty and the Advance Notice of Administrative Regulatory Measures from the Jiangxi Securities Regulatory Bureau, which proposed to issue a warning and impose a fine of 290,000 yuan on the company, order corrective measures, and suspend new securities account openings for 3 months.

Hualin Securities announced that Dong Dong, a member of the company's executive committee and acting chief executive officer, received an Advance Notice of Regulatory Talk from the Jiangxi Securities Regulatory Bureau due to matters unrelated to the company.

The Jiangxi Securities Regulatory Bureau determined that Dong Dong bore responsibility for relevant violations during his tenure at Guosheng Securities, and proposed to take regulatory talk administrative measures against him and record it in the securities and futures market integrity database.

This matter is unrelated to the company's business operations, internal controls, and financial condition, will not have a material adverse impact on the company, and all of the company's business operations are proceeding normally.

Xiangcai Co., Ltd. announced that its subsidiary Xiangcai Securities was filed for investigation due to suspected violations of account real-name system regulations and other rules, and recently received advance notices of administrative penalty and administrative regulatory measures from the Hunan Securities Regulatory Bureau.

Xiangcai Securities has issues including deficiencies in brokerage business management and control, inadequate implementation of the account real-name system, and violations of information security regulations. It is proposed to be given a warning and fined 290,000 yuan, while also being ordered to correct the issues and suspend new securities account openings for 3 months.

Zhou Lefeng, Liang Zhen, Ding Jun, Deng Gang, Qiu Yuqiang and other relevant responsible persons are proposed to be given warnings and fines ranging from 80,000 to 200,000 yuan, with some individuals proposed to be subject to regulatory talk measures.

This penalty does not trigger other risk warning or major illegal forced delisting circumstances, and the final result shall be subject to the regulatory decision letter.
