A press conference on the theme of "Starting the 15th Five-Year Plan" was held on the 28th, where officials from the State-owned Assets Supervision and Administration Commission (SASAC) of the State Council briefed the media on central enterprises' implementation of the 15th Five-Year Plan and their efforts to promote high-quality development.
Ensuring the 15th Five-Year Plan Takes Root in Central Enterprises
This year marks the opening year of the 15th Five-Year Plan. Wang Shaofei, Director of the Financial Supervision and Operation Evaluation Bureau of SASAC, noted that the development resilience of state-owned and central enterprises continues to strengthen, development quality keeps improving, and overall economic performance shows a steady yet progressive trend. "As of the end of August, the total assets of central enterprises reached 99.3 trillion yuan, up 4.2% year on year, and are expected to reach a new level by the end of this year," Wang said. From January to August, the operating revenue profit margin of central enterprises rose 0.2 percentage points year on year to 7.5%, meaning revenue has been squeezed free of excess and the "gold content" of operations has been raised.
The drafting of the 15th Five-Year Plan for central enterprises' development is the highlight of this year's work for state-owned and central enterprises. Pang Xiaogang, Deputy Director of SASAC, explained that this year's plan formulation emphasizes systematic planning, value creation, industrial leadership, and execution on the ground, ensuring that central enterprise plans resonate with national strategy and guide enterprise development. He stated that the plan highlights systematic planning, with greater emphasis on overall coordination and synergy. The plan adheres to a systematic approach, integrating the development goals, directions, paths, and measures for central enterprises during the 15th Five-Year Plan period. It emphasizes value creation, making clear that by 2030, central enterprises will create greater value for high-quality national economic development. It highlights industrial leadership, with clearer direction for layout optimization and structural adjustment. It stresses execution on the ground, with stronger rigid constraints in the plan, specifying 106 industrial development actions and connecting the full chain of "planning-planning-projects-evaluation" to better guarantee implementation.
Annual Investment in the "Six Major Networks" Reaches About 2 Trillion Yuan
The construction of the "six major networks" is a major deployment in the opening year of the 15th Five-Year Plan. It can stabilize investment, expand domestic demand, increase momentum, and benefit people's livelihoods. Since the beginning of this year, SASAC has organized central enterprises to plan ahead and accelerate the implementation of a number of major projects and landmark engineering projects centered on the "six major networks," with an annual planned investment of about 2 trillion yuan.
According to Pang Xiaogang, all work is currently progressing smoothly. The main framework of the water network is being accelerated, with projects such as the middle route of the South-to-North Water Diversion Project's Yangtze-to-Han River diversion advancing with high quality. The main artery of the new-type power grid is being rapidly densified, with the world's largest AC-DC hybrid large power grid, the highest voltage level, and the largest scale of new energy grid connection completed. Domestic computing clusters on the computing power network are being rapidly lit up, with six domestic 10,000-card intelligent computing clusters completed and put into operation. Breakthroughs are accelerating in the generational evolution of the new-generation communication network, supporting the construction of the world's largest and technologically leading communication network. The "inside project" of urban underground pipeline networks is being accelerated to fill shortcomings, with a number of benchmark projects successively constructed and operated in various regions. The logistics network's major corridors are rapidly taking shape, with continuous promotion of sea, land, and air logistics hub construction, forming an aviation and shipping network reaching across the globe.
Pang Xiaogang stated that the next step will focus on four areas: increasing investment traction by using the "six major networks" as a handle to orderly expand infrastructure investment; increasing efforts in coordinated network organization by strengthening the "three-network integration" of the computing power network with the new-type power grid and the new-generation communication network; increasing efforts in security support by embedding the concept of safe development throughout the entire life cycle of project planning, construction, and operation; and increasing efforts in co-building and sharing by serving well as operator, service provider, and system integrator, jointly participating in construction and sharing results with all types of enterprises.
Continuously Building the "AI Plus" Industrial Community
Currently, artificial intelligence has become a key variable reshaping the global industrial landscape. Facing the broad trend of AI development, how should central enterprises, during the 15th Five-Year Plan period, leverage their own resource endowments and seize AI opportunities? Reporters learned from the press conference that in recent years, SASAC has guided and promoted central enterprises to use the "AI Plus" special action as a handle, achieving multi-point breakthroughs and in-depth development in areas such as applications, data, computing power, models, and ecosystems.
Specifically, application scenarios are accelerating their landing on the production front line. SASAC has released 100 benchmarks for strategically high-value scenarios in central enterprises, covering 20 industry categories including industry and energy, promoting solutions to real pain points and bottlenecks and reshaping business processes. Industry data continues to be built and aggregated. The construction of central enterprise datasets is shifting from "broad data accumulation" to "vertical business empowerment." Four data industry communities in energy, transportation, low-carbon, and finance have gathered more than a thousand high-quality datasets, better supporting agent development and industry application development. The quality and efficiency of the intelligent computing foundation are continuously upgrading. SASAC has guided and promoted operators to accelerate their involvement in intelligent computing cluster construction. Computing power scheduling platforms such as "Xirang" and "Computing Network Brain" can provide inclusive, green, and secure token services externally. Foundational models effectively empower industries. Relying on self-developed foundational large models "Xingchen" and "Jiutian," super agents have been launched, driving central enterprises on the industry side to build more than a hundred vertical industry models. Dai Xi, Director of the Planning and Development Bureau of SASAC, stated that looking ahead to the 15th Five-Year Plan, SASAC will coordinate development and security and seize new opportunities in the intelligent economy. On the one hand, it will solidify the foundation for industrial development, increase investment layout in the computing power network, and deepen computing-power coordination and computing-network integration. On the other hand, it will accelerate applications in the real economy, continuously build the "AI Plus" industrial community with a focus on the industrial sector, and promote the large-scale deployment of artificial intelligence on the production front line.
