Beijing has officially released a detailed guide and a condensed version to help businesses navigate bankruptcy proceedings, according to a recent announcement. The materials were compiled by the municipal working group responsible for enterprise bankruptcy and market exit coordination, aiming to address common questions such as whether to file for bankruptcy, where to submit applications, how to prepare required documents, and how to choose between restructuring and liquidation.

The primary document, known as the Beijing Corporate Bankruptcy Procedures Comprehensive Guide, was developed in accordance with the Enterprise Bankruptcy Law, relevant judicial interpretations, regulatory documents, and current local rules. Its structure follows a logical progression from basic knowledge, through procedural guidance, to in-depth topic discussions, closely aligning with bankruptcy trial practices in Beijing. A shorter companion document, the Beijing Corporate Bankruptcy Procedures Pocket Guide, serves as a streamlined version that focuses on seven core application scenarios, including whether a bankruptcy application is appropriate, how to file one, and how to cooperate after a court accepts the case. It presents information through plain-language explanations, material checklists, process tips, frequently asked questions, and helpful reminders.

The pocket guide is slated for distribution at municipal and district government service halls, as well as at business service sites in key industrial parks. This approach ensures that both enterprises and grassroots staff members can easily access the information whenever needed. Officials noted that a distinctive feature of both guides is the shift in focus from merely explaining policies to actively assisting with procedural steps, emphasizing practical guidance throughout.

By strengthening scenario-based orientation and visual presentation, the guides convert professional regulations into user-friendly formats such as flowcharts, comparison tables, material checklists, Q&A sections, and operational tips. For matters that can be handled or queried online, the guides also provide entry points and digital links, enabling policy information to directly connect with the actual application process. Furthermore, the guides address both corporate rescue and market exit mechanisms, covering the full spectrum of procedural needs.

While explaining the rules for bankruptcy liquidation and orderly exit, the documents also systematically introduce rescue mechanisms including reorganization, compromise plans, pre-reorganization, and expedited restructuring for small and medium-sized enterprises. Additionally, given the cross-departmental and multi-stage nature of bankruptcy matters, the guides consolidate various collaborative mechanisms and service measures implemented in Beijing. These include one-stop verification of property information, which has been reduced from a maximum processing time of four months to an immediate completion in the fastest cases, cross-departmental deregistration services available through a single online portal, a unified application channel for credit repair by reorganizing enterprises, and the lifting of account freezes in a packaged manner upon bankruptcy acceptance. These integrated services reflect the city's commitment to efficient yet compassionate bankruptcy handling.

Both the comprehensive guide and the pocket version will be subject to dynamic updates to reflect any changes in policies and regulations going forward.
