Speaking at a conference in Paris, International Energy Agency (IEA) Executive Director Fatih Birol said diesel supply in Europe and other regions is "extremely tight."
"I am very concerned about diesel prices," he said, noting that diesel prices in Europe and the United States have reached record highs.
Rising oil prices will drive up agricultural inflation within a matter of months.
Liquefied petroleum gas (LPG) prices are also causing problems for Africa, India and other places.
Asked whether a new round of strategic reserve releases would be made, Birol said he would make further remarks later on Thursday.
